The Challenge of Substitute Placement

Every day a high percentage of teachers in K-12 school districts across the U.S. call in sick or take personal days. Normally 10%-- and often as high as 18%-- of the faculty does NOT show up for work. Most call in and leave detailed voice mails which must be checked, with a growing list of names added to the daily absence list. Then school staff Sub-Callers start making outbound phone calls one by one to their standing list of regular substitute teachers, lining up any substitutes they can find to fill the vacancies that day.

Given normal time constraints and related pressures, these Sub-Callers can’t spend a lot of time matching each substitute’s qualifications to that day’s classroom vacancies. The school ends up with whoever they can get, just to get through the day. In many cases, this approach produces major classroom discipline problems and little if any actual learning.

Getting the information into the school district’s payroll system, complete with valid reason codes for each absence, can also be a nightmare, especially if absent staff members forget weeks or months later about what time they called or which absence reason they gave to the school.
